Two contractors can watch the same recording and quote a spot repair and a full replacement in good faith, because each assumes something different about the rest of the run. A spot repair suits one fault on an otherwise sound line, and is a deposit on a second job when the material is at the end of its life.

When a spot repair is the right answer

One fault, identified at a known distance, on a run that is otherwise sound and aligned. A crushed section under a driveway, a single dropped joint, a length damaged by later construction. The rest of the pipe is doing its job and there is no reason to pay to replace it.

When it is a deposit on a second job

A spot repair on a run whose material is at the end of its life buys you the section you paid for and nothing else. If a survey shows root intrusion at four joints, repairing the worst one leaves three. If a bituminized fiber run has lost its section in one place, the rest of it is the same age and under the same load.

The honest test is whether the fault is an event or a stage. Events get repaired. Stages get replaced.

How to read the quote

Does it name a distance? "Repair at 38 feet" is a quote against evidence. "Repair the lateral" is not.
Does it say what happens to the rest? A quote for one section should say what the survey showed everywhere else.
Does it distinguish house side from yard side? On older properties these are often different materials with different remaining life.
What is the access? Most of the cost difference between two quotes is usually depth and what is on top — see permits and restoration.
